Endless load screens -- cannot play game

Cannot play game.

If I do anything that requires a loading screen the game just stays at loading screen endlessly.
The IP I am connecting to each time I start the game is 198.20.200.23 - ping and TraceRT show that IP and unreachable.

Network activity for ESO64.exe shows data being sent to that IP 198.20.200.23 but nothing comes back.

    After an hour its all working ESO64.exe is connecting to IP's 198.20.200.23 / 59 / 31 98% of the data sent and reviced is over only one of those IP's (59)
