Like would Crushing Weapon work faster and get dmg increase or Flurry cut channel time in half once Blood Moon procs?

No, there is something called a global cooldown or GCD of 1second. Anytime you cast an ability you can't use another until 1s later.
Light attacks have a cooldown of like .6s or something, but it doesn't interact with the GCD, this is why you can weave LA-skill for max DPS. This set simply increases LA speed, it's only useful for werewolfs since they use light attacks by themselves as a form of reliable damage. That's the intent of the set.PC Beta - 1900+ CP
