Why only minor/major? Couldn't we add more?

Would it be better to bring balance to skills while maintaining their variety if there were four different buffs instead of just minor and major? Take minor/major protection as an example. 8% or 30%. It's such a major leap and leaves little room for bringing balance. If one is OP, it means making hard changes across the board while it's issue may lay with an item set and how it syngerizes with a class. Another example would be defile in which minor is 15% while major is 30%.

Using stamnb as an example, major defile on incap was seen as too strong. Yet if it was changed to Average (18%), it might have been in a good place.

Minor: 10
Average: 18
Strong: 26
Major: 32

As far as minor/major protection:
It might add more variety to classes and uniqueness.
minor 8%
Average: 16% Item sets
Strong: 24% Psiic Line
Major: 30% Warden/dk ult

What are your thoughts?

    Reason is you should be able to stack more protection buffs then

    And protection is main reason why this game is so bad

    You have a point, its a major gap between minor/major buffs/debuffs.

    I don't dislike your idea of splitting it up to 4 different tiers, however such approach could allow players to stack these buffs/debuffs to get ridicilous builds.

    As for your incap example you forget to mention it used to be the single most overloaded ultimate with also the cheapest cost. It wouldn't really be in a good place if they made the defile on it a bit weaker, but I agree its currently in an awkward place.
