Deadly Strikes buffs DoTs and channeled skills. Bound Armaments is neither, it's just direct damage, just like NB bow.

That is a bit of a broad statement, most skills you "fire and forget".. Maybe you mean it more as a single target applied dot function where it continues to deal damage over time. However, ESO has been anything but clear when it comes to the distinction between what classifies as a dot or not in the past. Most of the time, if the damage is parsed out over a duration, it counts as a dot which is where channeled abilities come in to play, but cast time abilities don't.
A similar functioning ability would be Blade Cloak that counts as a dot. The only difference being 1s or 2s between each tick of damage vs 0.3s between each dagger.
This ability is within a grey area for sure, but the function of the ability is to act like a burst damage ability akin to NB's bow proc, except it's spread out over time. I'd say direct damage makes more sense than dot for the most part in ESO's context, but it's honestly around a 60%/40% split for me logically speaking.
