You missunderstand, that 15 second cool down is not for the minor maim from the clanfears damage but for the summon itself. The summon can only be procced every 15 seconds. The minor main applys every time the clanfear hits something for 3 seconds, so if the clanfear hits you every 3 seconds, you will get minor maimed 100% of the time.
