Regardless of TOS, isn't there some requirement of actually providing the service if the customer has paid for it? I mean can ZOS really say "according to our agreement we only take your money and you may or may not receive the actual service"...?

    Do they guarantee access to the servers in that TOS?

    TOS is not the same in EU as in the us it is not binding in the same way
