NA Server High Latency Problem(ping)

Hey All,
I am playing ESO by 2014. Playing from Turkey.
Before I play game at 210-230 latency, but by 1 week its 260-330. I also open tcp/udp ports. I made a ticket and there is no fix by tecnical support.
last night its really unplayable for me. when ı play in Pledges(dungeon) my ping go crazy, its 330 to 700, like lag spikes but it was min 340. So ı checked EU server and my latency is 110.
And talk another friend who play in Turkey get 210 ms. When ı try speed test I saw there is no problem.
So how can ı fix problem. Or for people who play Na server and long distance from NA,its same
