Is Haunting Curse Buffed By Lightning Staff?

It has an aoe so doesn’t that mean it’s buffed by 8% with a lightning staff?

    The main, big hit on the debuffed target is considered single-target, and will be buffed by inferno staves.

    Only the weaker hit to surrounding enemies is considered an AoE which will be buffed by lightning staves.
