Bad Performance with Maxed Out Settings?

Just wondering is there known issue the game seems to touch like no other cores and hardly use the GPU?
I get about 40-50 FPS in the open detailed playfield with maxed settings and seems a bit crazy for a more modern MMO.
Seem like the game is lacking lot of multi thread options and pushing not as much to the GPU as well?
