What is the appropriate number of threads per topic?

ZOS locked several threads regarding faction locks today reasoning that a thread already existed regarding that topic. Whatever, I don't really care... but it did make me wonder how many threads is the maximum number allowed before ZOS will start closing them.
The answer is somewhere between 1 and 99. Maybe. Perhaps 42. Frankly I don't really care but felt like making a thread for no reason other than to see if I could get ZOS to close it for no reason.
