Elsweyr Tutorial: Can You Miss a Skill Point?

If you choose to skip the tutorial, will you get the extra skill point the tutorial normally awards? In other words, does skipping the tutorial grant you a level 3 character with 4 skill points?

Edit: Sorry meant to say, yes you will start level 3 with skill points.
