It's an automatic upgrade once your ESO+ successfully registers on your account.
If you think there's an error, start an Online Support ticket and list the ticket number in your thread here ...

If you renewed your ESO+ or subscribed while being ingame, you probably have to restart the game. This helped me when I had that problem.TherealHämähäkki2
