The reptile monsters in Summerset are clearly not dragons. Some have tried justifying these claims by saying they are like komodo dragons, but there are obvious differences. In fact, with the tail fins and the much larger tail and neck girth on the Summerset Salamander, they look nothing like each other. They may use elemental attacks like TES dragons, but they do not shout or breath these elements. Players should really stop misidentifying the flora and fauna of Tamriel. What I call things is what every other player should call things as well.

P.S. The flying monsters in Elsweyr are clearly wyverns, and the ones from Coldharbor are obviously titans. These distinctions matter a lot as ESO is so much more than a GAME that is based on make believe FANTASY.
