No. The stacks will fade down after a second. You don’t get to hold onto the stacks permanently.

Sure. You can spam a DOT that doesn't stack Major Fracture debuffs if that seems like a fun and expensive way to keep up some damage.Want to enjoy the game more? Try both PvP (crybabies) and PvE (carebears). You'll get a better perspective on everyone's opinion.
