Pelting pies at King Emeric isn't triggering The Upper Crust achievement

More specifically, pelting pies at King Emeric in Wayrest castle isn't triggering The Upper Crust achievement. It shows the animation of him moving after being hit, but he isn't covered in goop, it doesn't consume a pie from inventory, and the achievement doesn't trigger. I can see a whole group of players around him with the same issue. I had no issues with the other two alliance leaders. In case it might matter, I'm also DC.

BrightOblivion✭✭✭✭✭If you've beaten the Covenant storyline, you can find him in the final chamber of the Hall of Heroes in far southern Bangkorai. Apart from that, I'm not sure where else he can be found at given points in the storyline.0
