Upgrading steam version

I have steam version of the game, can I upgrade to summerset or elsweyr using keys bought here or on other retailers' sites or is the only option to upgrade my game is through steam?

If your Steam and ESO accounts are linked correctly, the non-Steam Summerset or Elsweyr upgrade should work with your existing ESO content through Steam.
