Not sure if this will help your ESO performance, but it's certainly helped my performance in other games.

Basically, in 2017 (still not fixed), Microsoft released a Windows 10 update that causes games to stutter because your standby memory fills up (it doesn't matter how good your computer is, I have a GTX 1080/R5 1600). You can read more about it here: [snip]

It's helped my performance tremendously in some games (like the new Assassin's Creed games). I haven't noticed an improvement in ESO (because the frame rate is generally always low), but it's possible it might help, so sharing the fix anyway (just found out about it yesterday).

    Only performance issue I have is entirely due to my only available connection being satellite. Hope it works out for others though!

    Leave it to ms. If my games would run on Linux (without the added lag of Wine), I'd have migrated to it already.

    Microsoft has its own freeware that does this if some people feel more comfortable. I’ve noticed some really heavy stuttering lately that seems unrelated to anything else so I hope this helps.

    Ehh other games run fine for me. Assassin's Creed Odyssey runs great, other games like Subnautica can run on VR fine. Multiplayer like Overwatch / FFXIV / GW2 runs smooth. It was really nice seeing 120 frames when I did the free trial for FFXIV. ESO normally has frame stutters / lag spikes even just standing doing writs. Worse, of course, for instances like pve / pvp.
