sadlythebest✭✭✭Go to Deshaan > Shad Astula > Kill all the NPCs (coincidentally students) > Fill bags with stolen loot > Use Grand Amnesty Edict > Profit.
IIRC there are only 2 guards you have to look out for in the area.PC-NA

✭Go to Greenshade, Southpoint finish the short quest, There is an area of town where no guards patrol but a lot of citizens gather. Kill bunches of them over and over. Make sure you go with empty pockets or Nuzimeh. Loot and kill until your bounty is high enough to use it.1 -
