Can't use a controller when gamestreaming ESO to Shield TV

For some reason, this is the only game I can't use my controller on when using nvidia gamestream. I have gamepad mode on and my shield is paired with the controller and it's usable in all of Shield's menus as well as on my desktop and other games being streamed to Shield. What could be the problem?

If you are using Steam, try forcing steam controller configuration off in the game's properties. That interfered for me.0 -

Do not follow this advice. I would not touch this game to steam for any reason with all the issues this game has had with them.
it also does not make sense that steam would magically solve your issue. I would never blindly follow someone's advice that has no idea if it will even work.
