All the non-dungeon DLCs have had discounted sales during their respective anniversary celebration events, but this has never happened with the dungeon DLCs.
The Undaunted Celebration event seems like a good opportunity to offer the dungeon DLC packs at a discount, similar to the other DLC packs.

I am surprised Zos has not made attempts to promote the dungeon DLCs in a similar manner before.

DovahkiinHeart✭✭✭I support this as well. Recently sent a email to ZOS about doing a dlc dungeon anniversary event and I was told that they would pass it on to the appropriate team.
To echo what others have said, the Undaunted Celebration event at the end of the year is the perfect time to offer the DLC dungeons collector's editions again for those who joined after their release or missed it.
