Could be guild transferred to another player if Guild Master not playing?

Hello,
I'm in guild "Red Alliance" and my guild master not playing for 31month, could it be transferred to me (sure, current GM will be also, if it's possible) because guild created so long ago and I would like to continue support and expand it.

✭✭You can try to open a support ticket with ZOS but from what I’ve seen in the past, they will not transfer the guild leadership to another person. Probably the only thing you could do is to try and contact the active members individually and form your own version of the guild.5
