How can I activate the Imperial City dlc from Gold Edition?

I have bought the The Elder Scrolls Online Gold Edition and after I installed the game I noticed that 1 DLC from the collection is not active. Orsinium, Thieves Guild and Dark Brotherhood DLCs are active but the Imperial City dlc is not active. I have to mention that I also have The Elder Scrolls Online: Morrowind Digital Collector's Edition who is working. How can I activate the Imperial City dlc from Gold Edition?

you need to be level 10 to enter pvp to get there if you have the dlc

thanks... hope then I'll have access to the Imperial Race when I make new characters after I reach level 10 to my current character

there is an NPC next to the dude who give elder scroll quest. He will give you task to go to IC

I found out yesterday that to have access to the Imperial race I'll need to get the "Imperial Edition" dlc and that is different from the "Imperial City" dlc that is present in the Golden Edition. I can't deny that I was a little disappointed and I'll seriously think now if I really want to have access to that Imperial race ...

To activate an dlc or chapter you go to collections -> dlc or chapters
