Purchased ESO Collection from ESO Store but unable to download.

Bought the ESO collection edition from ESO Store website, and I also have a linked steam account on it.
The download button doesn’t show at all. On steam it tries to me make buy the game again so I can't download it from steam either.
Until now, I haven’t had any success in download the game client. Had disable ad blocker as well, had already follow all the instructions in the Help page
Tried to ask from r/elderscrollsonline.com as links below but with no success

My friend Darkwhip mentioned that he purchased the game from ESO Store website directly. the reason why his steam account is linked is because of a free trial several months ago (free weekend)
Btw he has not received the confirmation key in order to participate in this forum
