The cinematic should only play once, unless you are talking about the bethesda, ZOS logos at the beginning?
Look for the UserSettings.txt file and make the following changes:
SET SkipPregameVideos "0"
SET HasPlayedPregameVideo "0"
to
SET SkipPregameVideos "1"
SET HasPlayedPregameVideo "1"PAWS (Positively Against Wrip-off Stuff) - Say No to Crown Crates!0
