(Bug?) Jewellery crafting stations are bound

The attunable one can be traded. But the regular one is bound.
I assume this is a bug?

Stormahawk✭✭✭✭Normal JC stations are bound and my guess is it's intentional. Attunable crafting stations are NOT bound but people without Summerset are unable to use them for crafting.0 -

Those are just used for deconning and refining, which can be done on any station.0
