Might try downloading PingPlotter and check your route. It will show the route from your machine and you will be able to see if there are issues along the line. I know last year we had a really bad time in my area because one "hop" was borked. If we got routed around that hop, everything was fine but unfortunately most traffic went through it. Was a crappy six weeks.

I agree - might not be the issue but it's quick to run a check with PingPlotter. I had issues with my last ISP and used PingPlotter as evidence to show them their equipment was faulty.
As I typed, everything instanced: delves, dungeons, trials...Last night everyone in Battlegrounds had 999+ ping during whole match...
