That is cool you can use it at the outfitter station or in your appearance settings when you hit U and go to helms.

Where as before you could toggle helm at will, with no limits. As you pointed out it also worked with polymorphs.
They need to add back in a toggle for the helm to keep the full functionality instead of taking a step backwards. Any other pieces that would be hidden would be fine to use an Outfit slot and makes some sense as well.
The hide helmet in the hats section of collections is the successor function to the removed helmet toggle in settings. It is independent of outfits. The hide helmet in outfits is for hiding helmet in that specific outfit only.
