Orsinium. Huge zone, lots of things to do, reasons to repeatedly go back, an old favorite for farming mats, and it was NOT a chapter. TG and DB were small and the leveling for the skill lines makes me want to pull my hair out. Clockwork city was also pretty awesome, but smaller than I like. Morrowind annoyed me just because of the added cost, but I bought it anyways because I am a supportive fan of the game. And I am not at all a fan of dungeon packs so I don't really even consider them at all. Oh, and IC, only went there once. Not enough PvP experience to feel comfortable hanging out there yet.

Orsinium by far Morrowind was meh in my opinion the quests felt hollow for some reason. Clockwork city was great lots of fun there and its looks amazing too bad its so short and small thieves guild plainly sucked in my opinion and dark brotherhood had a decent story. Cant judge on imperial city bately played any of it
Orsinium is first, with Clockwork City a close second (mostly due to Orsinium's size, partially due to me not having any particular attachment to Dunmer culture). Thieves Guild, Dark Brotherhood, and Imperial City fall after that due to me not being overly fond of being on the less heroic side of the spectrum and having to dodge enemy players to enjoy IC's plot. The dungeon DLCs are last since most groups rush through them and getting more than a taste of the story is thus the most difficult of the existing content, plus finding a competent group to run them with is a nightmare.
