For PVP, yes. The birdspamming is getting really, really old. In PVE, quite the contrary. It feels really underpowered in PVE, compared to like any other class.

Stick to fighting Stam DKs only if you are having trouble with wardens. They are the only thing closer to free kills.

Magicka warden needs pve dps buffs.
Stamina Warden badly needs pvp nerfs. Shimmering shield and tree ult mainly.

I'd say nerf them a bit for PVP and bust up a bit for PVE.

*Hint
Removing some of the class's majors buffs/debuffs and pumping up dots for example is a start.

Having all this in one class is ridiculously OP:
Major Mending
Major Heroism
Major Fracture
Major Endurance
Major Expedition
Major Resolve/Ward

But I guess the balancing is not happening yet as they still need to sell Morrowind copies.
