Check for these lines in you usersettings.txt, maybe you or a 3rd party program added write protection or are overwriting it.

Have you submitted a support ticket or spoken with anyone at ZOS about the EULA issue?
As I said previously, submit a ticket and see if ZOS knows a reason why this keeps happening to you.
There must be something about your IP/System which is changing in order to keep triggering the EULA pop-up.

Like I said, I'll never waste time on another support ticket. If ZOS wanted to implement a new EULA, they only needed to e-mail, and require a digital signature. Nothing about my IP or system has caused such an issue in the past. It wasn't until this latest update with the new EULA that the problem occurs. As I said...add it to the pile.
