We dont want a mechanic that works worse then procsets. When this goes live, evryone will say that viper and co was just a children birthdayparty against this in pvp. And in pve there will be no challenge left, nearly evryone will have to much dps for all content, including the trials hm.

If the set remains as it is I am switching to Magika after all this time playing as stamina. There won't be any reason at all to play any stamina class.
Everybody will be tanky and Light attack.

Firstly ZOS should consider the consequences of having enchantments proc every 0.8 sec due to Infused weapons.
Secondly ZOS should consider changing the set effects like this:
2p bonus: Increase Spell Resistance
3p bonus: Increase health
4p bonus: increase Weapon Damage and Spell Damage
5p bonus: Increases the potency of your weapon's enchantment by by 30% and reduces the cooldown on the enchantment's proc by 1 second
This unique and cool set should not benefit only Magika Users. Add weapon damage to it
PS I've ignored up until now the fact that Molten Armaments benefits more magDKs, while Igneous Weapons offers both SD and WD increase. Why?
Either introduce unique features that benefit stamina users, or change some current unique features like Torug's Pact and Molten Armaments to include Weapon Damage bonuses.
It seems only fair since the addition of Law of Julianos, which was a magika copy of Hundings Rage

And Magicka needs a penetration on one piece Monster Set, especially with the Sharpened nerfs coming.
I think Torug's is fine the way it is.
I think the infused weapon trait is fine the way it is.
Keep in mind that not everyone who uses Torug's plans on using it with an (enchanted) infused weapon. And, not everyone with and (enchanted) infused weapon plans on wearing Torgue's.
That being said, IF the combination of the two is as OP as some claim (ZOS will have to be the judge of that), then why not offer a simple solution ... something like:
(Torug's Pact)
* "The 5th bonus will not activate on enchanted weapons having the infused weapon trait." *
And there you have it ... problem solved AND in a way that leaves the infused weapon trait as is, while at the same time not nerfing Torug's into the ground.
