Elite Gear Vendor in Vvardenfell

Near Foyada Quarry there is a vendor with Cyrodiil pvp gear. Did I miss something in the patch notes as to why this guy is here? His name is Keshlar.
The only thing I'm finding with elite gear vendor is this
"PvP Merchants
The "Offensive" and "Defensive" boxes of equipment that Elite Gear merchants sell now have a small chance to contain a purple-quality item instead of the usual blue-quality item."
