Do Shield Sets need a buff

Sometime after the changes to shields from 20 secs to 6 secs, I think these sets got lost and became useless. What say you?
Prayer Shawl Set
LEVEL 50 CHAMPION 160
(2 items) Adds 967 Max Magicka
(3 tiems) Adds 129 Spell Damage
(4 items) Adds 129 Magicka Recovery
(5 items) When you heal a friendly target, you have a 6% chance to grant them a damage shield that absorbs 2340 damage for 6 seconds.
Combat Physician Set
LEVEL 50 CHAMPION 160
(2 items) Adds 967 Max Magicka
(3 items) Adds 688 Spell Critical
(4 items) Adds 688 Spell Critical
(5 items) Critically Healing an ally grants them a 8195 Damage Shield for 8 seconds. This effect has a cooldown of 6 seconds. (cooldown is for the caster...maybe would be better if it was effected allies)
