Is the Target Dummy a permanent decoration?

I have gotten some conflicting information that says the dummy is a one use item then it needs to be remade. Others are saying that once it is made it respawns after it is destroyed.
Can someone confirm which of these is accurate?

    It respawn when destroyed, don't worry :)
    If you want to place two of them you need to craft two, but when placed they'll alway be here, except if you remove them (and in this case, they'll be on your inventory, so still here).
