Yes. You can give the codes away but you may not sell them for in game gold or real money.

In any case, I think in the EU there is a statutory right to sell/resell things (with some exceptions) though - so it would be interesting to know if that conflicts with the ZOS TOS... although presumably if it's organised inside the game, ZOS is allowed to prevent it. If it's organised outside the game... they probably wouldn't know anyway.

im not a snitch i will not report them in game because im thinking its too much, this ruler must be reviewed IMO
The codes she was specifically commenting on where that quote was taken were the Imperial Digital Upgrade pack codes. Maybe the rule applies to all codes or maybe just Imperial/Explorers codes.
Personally though...
I see guild auctions and raffles as donations and let's be honest that's what they are. How many times have you seen really good deals? Usually the items get over bid on because we know or believe the gold is going to a good cause(our trader).
Also, has the item ever been successfully won? Often times there are far too few people participating in the auctions and the person who donated the items will be the same person who "wins" with the highest bid. These are also usually the same people who win raffles because it's usually only a handful of people who spend time and effort to keep the guild afloat.
