Is treasure hunter champ passive broken?

I did 10 dolmens today with the treasure hunter passive and got only blue and green jewelry out of the chests. Other people were getting purples and didn't even have the passive.

here's one for you, I ran city of ash like 20 times last night and never got one spellweaver pc.I switched to a magicka character and every drop was spellweaver.

I was farming CoA on the stam sorc for the last few days and had absolutely no trouble dropping BSW (though the breeches were a bit of a pain tbh). Even managed to drop a healing staff with a decent trait.

The passive doesn't work on Dolmen chests. It's for chests that you lock pick.
