Requesting a new set to counter proc sets

Wtb a set that reflects set proc damage back on the caster. Put it in cryodill loot table, watch a shift in the meta,

Or add this effect to an aliance war ability:
My suggestion siege shield. While in the shield all enemy proc damage is reflected on the enemy.

Give us paper to this rock, scissor meta.

    Agreed. Stop trying to use sets as bandaid fixes and fix the core issue.

    Except these are perfect examples of sets that shook up the meta then were shelved (by the masses). Though these sets themselves may not be responsible for for the complete shift, they offer doubt to the fotm, and relief to the get goods.

    As we have seen from the past ZOS will never reverse the train, the best we can hope for is for a long gradual turn in the track. Hard counter sets are the easiest way to accomplish this without changing and nerfing current gear.

    None of these sets really shook up the meta, they were just a headache for a while. Shield Breaker didn't stop shield stacking, Vicious Death didn't stop zerging, Fasalla's hasn't stopped healbots.

    My suggestion: Lets use an already existing, pvp-oriented set and make it finally useful:


    Meritorious Service (OLD):

    (2 items) Adds 1064 Max Health
    (3 items) Adds 967 Max Magicka
    (4 items) Adds 129 Spell Damage
    (5 items) When you cast a Support ability, you increase the Physical and Spell Resistance of up to 4 friendly targets within 10 meters by 3010 for 2 minutes.

    Meritorious Service (NEW):

    (2 items) Adds 1064 Max Health
    (3 items) Adds 967 Max Magicka
    (4 items) Adds 129 Spell Damage
    (5 items) When you cast a Support ability, you increase the Physical and Spell Resistance of up to 6 friendly targets within 10 meters by 3010 for 1 minute. Affected friendly players also receive 30% less Damage from Item Set Procs.
    While this Set is equipped, reduce the Magicka and Stamina Cost of Support Abilities by 2% for every slotted Support Ability.

    Note: "affected friendly players" means, that "Guard" and its morphs are permanently reducing the Proc Set Damage of the target you're linked to, as long as you're linked.

    (3 items) Adds 129 Stamina Recovery
    (4 items) Adds 1935 Spell Resistance
    (5 items) When you block an attack, you have a 33% chance to blind your attacker, causing them to miss all of their attacks for 5 seconds. This effect can occur once every 10 seconds.

    Can't hit what they can't see.....

    Except that set had a cooldown after used on one player. In open world, it's terribly overshadowed by hist bark, spectres eye or shuffle.

    They just need to review how the sets proc and their dmg.
