From the context I could not tell if they were laughing because they don't want to make the various armors, or because they are working on them and it's just a funny inside joke.

Either way, they definitely have the idea and know about the community wanting it. We will have to wait and see what they tease next quarter.

it's sort of a inside joke. bit of a elder scrolls history lesson here. back in april 2006, when DLC was still a new thing, (and generally people tended to expect full blown expansions rather then just cosmetic alterations) bethesda released the first DLC for oblivion. which was Horse armor. generally people tended to bash it was over priced and silly. and even Bethesda I think aknowledges that it was a bit of a misstep. so yeah horse armor is proably sort of a joke to em these days
