In Cyrodiil at one of three locations depending on your faction. Only at weekends.
Aldmeri Dominion: Western Elsweyr Gate
Daggerfall Covenant: Northern High Rock Gate

✭✭✭✭✭The npc is selling the same 2 light, medium and heavy helm. Whats going on?
The NPC is only selling one monster armor piece each week. But he sells it in all 3 armor types (light medium and heavy) and there are two versions - one sold for gold (for PvE players, with the infused trait) and one for AP (for the PvP players, with the impenetrable trait)1
