According to your logic maintenance could be every day - because some people would, anyway, complain.
The problem with ESO maintenance is timing - for EU it is done in working/playing hours, and there is no information how much it would take.
I guarantee you there would be significantly less complaints if the maintenance would be rarer, in the late night hours and with a specified time-frame.

I worked in a Worldclass Datacenter for 21 years. what you speak of is vapor. Performance is not free.
Databases need to have Stats run and be reindexed for optimal paths to storage.(your data)
Firewalls need ports opened / closed during maintenance & Nat tables cleaned out.
SSL Ace networking devices need maintenance
Content Switches with VIP's (virtual IP addresses) need constant maintenance and are the flakiest technology know to man and can take hours to stabilize after failing over redundant partners and just rebooting them is a pain at times..
Large Core Routers - Patches, new ACL rules and maintenance.
Backend Unix or midrange AS400 systems need to be IPL'd (Initial program load/rebooted...cough) periodically to clean things out as well as have PTF (vendor Patches applied)
Enterprise Storage Frames EMC or other vendors - Always need expanded storage as an applications Storage needs grow. And somewhere, someone @Zos IT is laughing as no project ever provisions the storage amounts it actually needs lol.
Make no mistake an MMO is not some small server stack. It's a huge architecture separate by separate DMZ firewall zones that have to be managed with specific access rules, up to date patches to protect your credit card data from game systems, login servers, versus game (zone servers), and it's a complex balance. Maintenance takes hours, and certain parts have to come up in a certain order. Hours.
Neglect patching and maintenance combined with very poor choices made by people and expect to get hacked "Again". I say again as I truly believe nearly all companies have been hacked whether they knew it or not, but that's a separate Off topic conversation.
The word "Just" does not exist in the real world. And No I don't ever envision a game company running a (Mimix) type software and having a completely redundant archtecture top to bottom to flip over to for maintenance periods. Several components themselves need to be redundant in case of failure however but again that's beyond the scope of this post. It typically does not financially make sense to have half your architecture sitting idle at all times not being used especially if a considerable playerbase does not wish to pay for it.
