Major Expedition appears to be bugged.

I know there have been threads about a possible reduction to standard running speed, but I've also noticed something weird with Major Expedition.
I did some fast and dirty testing running identical routes along the roads in-game with and without Rapid Maneuver.
It appears that Major Expedition is only giving me a 20% speed boost as opposed to a 30% boost.
Has anyone else been able to test and confirm this? Am I just delusional?

✭NOTE: I am not using the Steed Mundus stone, nor do I have speed boosts from gear (if that's even possible) or Champion Points.
The distance I'm able to cover in 60 seconds without Rapid Maneuver I'm able to cover in 48 seconds while it's active. This is happening every time I try, without exception.0
