Is the Transfer passive (siphoning) broken?

I've got 2 skills points invested in Siphoning's Transfer passive which should generate 2 Ultimate on activation of a Siphoning ability (with a 4 second cooldown) but I'm not seeing any.
To be honest I'm beginning to wonder whether a number of my passives are broken.

GrimMauKin✭✭✭✭In combat; I've noticed that it I use an Ultimate and then siphon, I don't gain any Ultimate charge, however it's more difficult to tell whether ultimate gain from a light attack is increased if I use a Siphoning skill during this time.I am one of The Great Mediocracy, those whose role in life is to provide the baseline by which The Few deem themselves Great.0

this point here..."naturally gaining ultimate" therefore you will need to have done a light/heavy attack or block and attack so when you use your Siphon you will get the additional ulti generation0
