FL NY baned from $1m contest? And Why CA must produce Math?

Why are FL and NY banned form the $1m contest? They are the 3rd and 4th most populated states in the USA. Is the contest illegal there or is it something else?

Also why does a Canadian winner need to excel in math to win? "If entrant is a resident of Canada: correctly answer without assistance of any kind, whether mechanical or otherwise, a time-limited mathematical skill-testing question to be administered at a mutually convenient time in person or by telephone"

Hell I'm tempted to give away $1m given winner can answer a math question of my choosing.

It comes down to lottery rules for the states and Canada. In Canada, you can't just win by luck, you need to prove skill, hence the math question.
