Missing out on pvp

I'm new to the game and once I got level 10 i immediately jumped into cyrodil. Went to a castle with a explosion around it expecting to find a huge fight only to get ranked by one guy. I went to the imperial city expecting to find some close quaters PvP and saw no players just npcs Where are the battles? I tried to join a group on the group finder and it never worked.
