ZOS has stated in previous live shows that they would have CP disabled campaigns (including BWB) as soon as they had the back end completed to do so. Allegedly the champion system, in its current state, runs so deeply through the code that it would require a significant amount of time to implement "no cp" campaigns.
So it's coming, but I wouldn't expect it happen this year.
Edit: The primary issue is that Champion System buffs apply to battle level stats. If they changed CP to only operate on base stats, before battle level is applied, then this would be a significantly smaller issue.
For example, a level 10 with 400 cps in BWB is pretty formidable because they are essentially vet 14s with 400 cp. If CP were changed to only operate on the level 10 base stats then they would be much closer to a vet 14 with no cps. This would still be an issue on characters above level 40 with decent level 40 stats, but they would level out so quickly that they wouldn't have that big of an impact.Edited by SturgeHammer on September 28, 2015 4:17PMFirst-in-Line - Swings-for-Lethal
