Bug or too much dodge?

In IC, while attacking an enemy player and trying to use Wrecking Blow on a NB, I stay focused on 1 player and keep clicking the button, but for some reason it misses every time, and the person is directly in front of me. Is it bugged or is there too much dodge? it cant be skill cause after 5 minutes i havent hit him once and he hits me constantly, but i am still at 90% health
