It depends on what you're going for. Do you want to primarily be a Tank or a DPS? You can go magicka in either case.

Tanks aren't damage dealers; they're damage takers. A Tank's job and focus on the battlefield is to be a sponge and take the heat off teammates. DKs make great Tanks, and great magicka ones in particular; the in-your-face nature of the class abilities synergizes well with this role. If Tanking sounds like something you want to do, then here are some recommendations to get you started:

-- Pick up 1H/Shield. Even as a magicka Tank, this is still going be your go-to weapon. 1H/Shield doesn't put out a lot of damage, but offers tons of survivability. The first 1H/Shield skill in the tree, Puncture, is an amazing stamina taunt and enemy armor debuff that you'll want to have access to, even if you spec into magicka.

-- Wear mostly Heavy Armor (5-7 pieces). You need health as a Tank, which is what the heavy armor passives are all about, and heavy offers the best protection.

-- Spend a lot of your attribute points in Health. Health is a Tank's primary stat. As a magicka Tank, you might also want to spend some points in Magicka so that you can use your tanking abilities more frequently.

-- Some good skills to have/unlock/use as a DK magicka Tank: Extended Chains (morph of Fiery Grip), Green Dragon Blood (morph of Dragon Blood), Igneous Shield (morph of Obsidian Shield), Inner Rage (morph of Inner Fire, Undaunted Skill Tree), Pierce Armor (morph of Puncture, 1H/Shield skill tree), Standard of Might (Ultimate, morph of DragonKnight Standard), Ferocious Leap (Ultimate, morph of Dragon Leap), Magma Armor (Ultimate), Defensive Posture (1H/Shield skill tree), Cinder Storm (morph of Ash Cloud), Choking Talons (morph of Dark Talons)

Now, if you want to be primarily a DPS or Damage Dealer, ignore the above. A Fire Destro Staff is the perfect weapon for a DK Fire Mage DPS; DW is actually also an option because it increases your spell damage. If you want to Tank mostly but still have the option to do a little DPS, then a Destro Staff (Fire especially) is a good secondary weapon.

Most magicka DK DPS builds are all about fire. If you happen to be a Dark Elf, this is excellent news. If not, any race can still be a Fire Mage. DK Fire Mages are different than your typical mages; DK mages aren't usually ranged casters, but instead spend a vast majority of their time in melee range because most DK abilities require an up-close-and-personal approach. Here are some general tips to getting started with this type of build:

-- For a weapon, a Fire Destruction Staff is perfect. However, like I mentioned, DW is also great because of the bonus spell damage; you just won't be using any DW abilities as a magicka melee DPS.

-- Mostly Light Armor is the way to go (5-7 pieces). You need magicka passives as a magicka DPS, which is what light armor provides. If your race also provides magicka passives, even better.

-- If you're a full-time magicka DPS, then spend most (if not all) of your attribute points in Magicka. Skip Stamina entirely. You can drop a few points in Health, if necessary.

-- Some skills to use as a magicka DK DPS: Inner Light (morph of Magelight, Mages Guild skill tree), Structured Entropy (morph of Entropy, Mages Guild skill tree), Impulse (Destro Staff skill tree), Force Shock (Destro Staff skill tree), Molten Whip (morph of Lava Whip), Engulfing Flames (morph of Fiery Breath), Inferno (either morph), Eruption (morph of Ash Cloud), Burning Talons (morph of Dark Talons), DragonKnight Standard (Ultimate), Meteor (Ultimate, Mages Guild skill tree)

Keep in mind that the links are geared towards high level players, so just ignore all the endgame jargon about Champion Points and armor sets, and skip to the skills/abilities and general info sections.

    Hope that helps :)

You actually just wrote out almost my entire build lol.

I would say at VR14 you should be looking at an attribute distribution of something like 30 magicka, 30 health, 2 Stam.

With food and emperor alliance buffs the build ends up with around 19.5k magicka, 33k health, 17k stam.

I'm finding this gives you a decent amount of magicka to use, more than enough health when combined with the heavy armour to withstand pretty much most PVE attacks, and a little bit extra stam to do some damage using the Pierce Armor skill.

You can find the build i've been following at the Tamriel Foundry website.

3 piece torug's pact (both staves)
    5 light, 1 medium, 1 heavy

It's good variant but it's better to use magnus instead of seducer
