I've opened a support ticket and they directed me to Xbox support to 'complete the transaction', but xbox support can't help because, obviously, the transaction DID complete (which I made clear in my original ESO support ticket).
So, is there any way to receive missing items from the Imperial Edition, specifically the Rings of Mara?
On a somewhat related note, my Wife's explorer pack was missing all the treasure maps. 1 week later and support ticket was auto-closed, so we re-opened it. Can Zenimax even give out missing items?

If that character was deleted, the item would have been deleted with it. Is it possible that it was accidentally deleted? If so, we encourage you to please update your current ticket and explain that you have an accidentally deleted Imperial Edition item - this will help our team assist you in the most efficient manner.

If the item is currently on your dummy character, in their inventory, you can move the item into your bank, which is also megaserver-wide. All of your characters can access your personal bank, and the Pledge of Mara can be moved there.
If the character and/or item was deleted, you will need to tell Support, and they will be happy to assist you from there.
