More on stuttering sound, loading screens, and framerate drops -
As previously noted, these generally occur simultaneously. Most often immediately after porting to a wayshrine.
/reloadui seems to fix it (my framerate goes back up into the 60's where it normally is).
I have also had this happen at dolmens and world bosses. Insta-gib!
I don't get a chance to /reloadui because I'm dead =P
Last night (post leap second maintenance) I experienced the stuttering sound (or in some cases, total lack of sound) and framerate drops on several occasions. It doesn't just occur on teleporting to a wayshrine, but on pretty much any transition involving a loading screen. It goes something like this:
Transition to new zone
Sound is jacked up
Framerate ~10 fps
/reloadui
framerate ~70 fps and all is well.
Leap second maintenance won't have any effect on this issue. I'm sure your server devs will tell you that.
Next time it happens I will try to remember to check memory usage and disk IO.
I ran the diagnostic tool (available from the launcher). It doesn't recognize my nvidia card (which is the one ESO uses). Worthless.

If you are sure to include your Game Consultant report along with an msinfo report, it will contain the diagnostic information necessary to pinpoint the issue that is causing your game to crash.Sometimes if your system contains an onboard video chip as well as a dedicated video card, the dedicated card will show up in the devices and drivers section. Our agents know where to find this information and can pull the correct info from your GC report.
Please be sure to describe when the crashing occurs, whether you are playing with addons or without, and any troubleshooting steps you have performed already.
If you receive a reply that doesn't address or answer your question, all you have to do is reply to the email and it will remain open for an agent to assist you directly.
We understand the frustration when your game crashes and it seems like there's no resolution, but in order to help we need to ask these questions and work with you with the answers.
Crash reports generated that automatically send are processed by another team, and our agents do not have access to these reports. We will need to have a ticket number and those diagnostic tests to be able to assist you.
Hello again,
To run on Direct X, the system will require more RAM, or more specifically, a 64 bit version of Windows.
The issue is that you have a 32 bit operating system installed. This would normally be fine, except that you have a good graphics card that is using a considerable amount of the system RAM as well.
A 32 bit system cannot use more than 4GB of RAM, after you factor in the graphics card, and the operating system itself, this leaves little RAM left for ESO to run.
You do have 8GB of RAM installed on your PC though, so if you updated to a 64 version of Windows, you would then have 8GB of RAM to use instead of 4GB, and the crashing would be gone. You would also get a significant boost to your operating systems performance as well as a boost in performance for the graphics card.
ESO won't allow more than a medium setting for 32 bit systems because of the memory usage involved, so you might be able to set better option in there as well.
If you had a less powerful graphics card, it would also stop the crashing as well, I don't think this would be a good option though.
Kind regards,
Matthew.

Unless you have the /3gb switch activated, you have a total address space of 2GB. However, that's minus the mapped executable and at least half a dozen DLL and NLS files (for "hello world" -- a real application would probably have more like a dozen or two dozen of them).
Since they are not optimally placed, you lose about half a gigabyte of address space. The heap will not grow "into" that region, and thus allocating more than 1.5GB will fail.
Here is what the address space of a "typical program" looks like:
Note how very skillfully one DLL is placed at about 1/3 of the address space, effectively "cutting off" a third of the memory that you can use.
Hello again,
Yes, however, the game itself has getting more demanding recently, which is why we have dropped support for Direct X 9 recently, as well as XP. The graphics and processor requirements have been updated as well.
You have the hardware to run the game, however, the way the system has been assembled is limiting it's performance and causing this crash due to RAM shortages.
A graphics card this powerful really shouldn't be installed on a 32 bit system. As well as this, there is currently 4GB of RAM out of 8GB that is installed going to waste.
The only way to resolve this will be an upgrade to a 64 bit system, or as mentioned, add a less powerful card to allow for more RAM to be available for the game. Upgrading to 64 bit will be the best option as your system then will be running on 8GB rather than 4GB, which will be plenty for everything to run a lot better.
There may be an IT or PC specialist locally that will confirm what I have explained to you better, but this is a really inefficient system setup at the moment.
The reason why performance is a lot lower on OpenGL is because it compensates for the lack of RAM much better than Direct X.
Kind regards,
Matthew.

They removed XP (worked fine before last week) and dual cores (crashed once or twice per hour before last week, always has, no problems here).PC Minimum System Requirements:
Operating System: Windows 7 32-bit
Processor: Intel i3 or AMD 3870 generation processors or higher
System RAM: 3GB
Hard Disk Space: 85GB free HDD space
GPU: Direct X 11.0 compliant video card with 1GB RAM (NVidia GeForce 460 or AMD Radeon 6850)
Sound: DirectX compatible sound card
Internet: Internet Broadband Connection

Will we get at least an answer that you are working on that problem, that you are willing to help us play again your game etc? Because we can't play due to crashes and lags for 24 hours and no responce is given! You will perform serve maintenance for a leap second thing, but it seems that you ignore the crashes, you ignore ppl who can't play anymore!
He is telling you two things. First off, that the issue was noticed and the thread was read, nothing less and nothing more yet. Secondly, he enjoys roleplaying the Lurker from Starcraft: Brood Wars (1999).

I have a GeForce GTX 560 Ti which is good but not stellar and does its job. or did until they decided without notice to crash every 32 bit system.
Congrats.
Thanks for the info @buzonnewsb16_ESO, I'll wait till next week to see if they stealth-change something once more and if not I'll uninstall the game.
EDIT:
Found the official minimal specs:

32 bit systems are still on minimal specs. If you change the specs, make an announcement or fix.
