I'm almost level 23 and I'm still working on the very first provisioner writ I got because I can't find this recipe ANYWHERE.

are you stealing in homes/buildings? That's where I find my recipes. If I had an extra, I'd trade it.

I go through everything I find in evety building. I now have a huge amount of recipes and have sold thousands of gold worth of stolen items but not that recipe unfortunately

I'm in the exact same boat. I loot everything I can from everywhere. First Writ recipe I need is for a Fishy Stick and I have not found one anyplace. Been checking every guild store I come across and no Fishy Sticks to be found.

You can always abandon that Writ and get a new one the next day. Around 66% chance you will get a different one. It pulls from a pool of 3 or 4 different Writs.

You can also buy crafted fish sticks (green) and they count towards the Writ.
